When I quoted Sivan just now, I put the "may be" because he wasn't formally declaring how many would fly and for how long - he was just giving his informed speculation, which we can take as a hint. That wasn't a declaration that it would be exactly 3 astronauts and a week-long mission, simply their statement that they wanted to have that level of capability on offer for the maiden crewed flight, and that the actual decision on how many and for how long would be taken later on. ISRO then said of Gaganyaan that it would strive to have the capability to put up to 3 astronauts in space for up to a week. His was a general announcement at the political level, and not really concretely specifying how many would go on that flight. When Modi initially announced Gaganyaan, he simply said that someone - be it a man or woman - would be taking the Indian flag to space. This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh in written reply to a question in Lok Sabha today. MoUs in this regard have already been signed with DRDO labs, Indian Air Force and Russian space agency.

In certain areas where ISRO lacks experience such as Human centric systems, crew training, crew recovery etc., ISRO is planning to collaborate with national and international agencies. ISRO has taken steps for human rating of existing systems to ensure crew safety. ISRO has wide experience in technological areas with respect to Launch vehicle, spacecraft management, ground infrastructure etc. Process for human rating of GSLV Mk-III is progressing well. It has requisite payload carrying capacity for Orbital module in desired elliptical orbit. GSLV Mk III launcher which is ISRO’s heavy lift launcher is identified for Gaganyaan mission. The crew selection and training process for Gaganyaan mission is progressing well including the training in Russia under Gaganyaan Mission. The procurement and system/ subsystem realisation for tests and flight has commenced. The design and configuration of major subsystem are finalized. The Gaganyaan Programme has been approved by the Government of India. Human Space Mission: Gaganyaan is targeted for December 2021.
